Hexagonal Islands: corner cases

Hello kurosawa4434,

I did your Hexagonal Islands mission.

It's great, but I do think a couple elements are not define in the description and puzzled me while solving:

• Can the sea be with no island ? empty input => empty output or size 0 expected?
• Can the land cover the full area (no sea) ? I think it's tested in the extra tests, if i read them well.

Thanks for the 2 missions published in the monthly leaderboard this month, both are great.
